Your notebook or PC must have an available USB-C port and it must support Power Delivery 2.0 / 3.0. Please check the manual of your PC or notebook for information on the USB-C port. This functionality is described as USB Power Delivery, Power Delivery or PD. You can plug the USB-C PD Power Adapter into the USB-C PD port of the Adapter / Hub and then plug the USB-C Adapter / Hub into the USB-C port of your notebook. The Adapter / Hub can be used without Power Delivery although some connected devices might require additional power.
